A deeper understanding
This session equips psychology registrars to confidently navigate the NDIS as an insurance-based legislative scheme, highlighting psychologists’ unique role in capacity building, functional assessment, therapeutic and behaviour support work, while addressing key ethical tensions such as dual roles, funding pressures, scope creep, and the need for defensible documentation.
Reflect and discuss
This is live CPD where you will engage deeply with the content through discussion and role play, and be encouraged to ask questions. You will be learning alongside your peers and sharing your knowledge and experiences to gain a deeper understanding of the topic.
Jessica Ducat
Jessica is a psychologist with over a decade of leadership experience in the disability sector, including senior roles spanning pre-NDIS service delivery and the rollout of the National Disability Insurance Scheme across multiple regions in Victoria. Her work has positioned her at the forefront of sector reform, translating legislative change into ethical, sustainable clinical practice.
She has held roles including Authorised Program Officer, Clinical Lead of Psychology and Positive Behaviour Support and Acting Allied Health Manager within disability service organisations, guiding multidisciplinary teams through the operational, clinical, and ethical complexities of the Scheme. As an NDIS Quality and Safeguards–recognised Specialist Behaviour Support Practitioner, she has developed and overseen Behaviour Support Plans aligned with regulatory standards while embedding best-practice clinical governance frameworks.
Her expertise bridges systems leadership and clinical depth. With experience across schools, private practice, and not-for-profit disability providers, she brings advanced capability in functional assessment, neurodevelopmental formulation, attachment-informed practice, and trauma-informed care. She is a Circle of Security facilitator and maintains a strong focus on building capable environments in which individuals, families, and professionals can flourish.
As a Board-approved supervisor, she is deeply committed to workforce development. Jessica is passionate about strengthening psychologists’ leadership voice within the NDIS and ensuring the profession remains grounded in integrity, evidence, and legislative literacy in an evolving insurance-based system.
